State Bank has already implemented this rule.  It has been in force for 24 hours since September 18.  As a rule the OTP procedure applies from 8pm to 8am.  Entering the amount opens the OTP screen and there you have to enter the OTP received on your mobile number.  Only after this process is completed can the transaction take place.
